Bluewater Health Foundation, in conjunction with Charlotte Eleanor Englehart Hospital Foundation, have partnered for the 25th anniversary of the Dream Home Lottery.
72 total prizes to be awarded in the Dream Home Lottery. The total value of all prizes drawn is $1,337,223.93, including applicable taxes and freight (where applicable). One (1) prize will be awarded in the 50/50 add-on portion. The total 50/50 prize drawn is dependent on the total number of tickets sold. Ticket purchases are not tax deductible. All inquiries, if any, regarding the Dream Home Lottery are to be made to the licensee prior to the purchase of tickets. Chances of winning depend on number of tickets sold.
Tickets & Guidelines
A total of 50,000 tickets will be printed and available for sale with a total of 72 total prizes in the lottery. Dream Home Lottery tickets are 1 for $100, 3-Pack for $250 or 5-Pack for $375. All packs must contain the same purchaser’s information with up to a maximum of three names and will be mailed to the primary ticket holder (the first name that appears on the ticket). Tickets will be issued in sequential order and will begin with 25001 to 75000. License #11022.
Guidelines are as follows: one method of payment, if receiving a printed copy, only one envelope will be mailed containing all ticket numbers to an Ontario address. Purchasers must be at least 18 years of age. Tickets cannot be purchased in the name of a minor. Tickets must be purchased within the province of Ontario. Post-dated cheques will not be accepted. Only tickets that have been paid for and/or have been verified as paid for, are eligible to be entered for the draws. In the event of an invalid cheque or credit card, tickets issued will be considered invalid. Official tickets will be delivered to the purchaser via email and/or letter mail. For online and phone ticket orders where a valid email address is provided, official tickets will be provided by email within 3-4 business days. For all other ticket orders where a valid email address is provided, official tickets will be provided by email within 7-10 business days. Where no email address is provided, official tickets will be mailed. Ticket purchasers may request a printed copy of their tickets by calling Customer Service at 1-833-208-4387. Physical tickets will be mailed within 2-3 weeks. It is the responsibility of the ticket purchaser to ensure they have received their tickets before the draws commence. The name on the tickets cannot be changed once draws commence and tickets cannot be reimbursed once draws commence.

The builder of the home, Stelobrook Home Inc., in Sarnia value at $600,000. The Foundation will only pay $395,500 (including applicable taxes). All the furniture/electronics/appliances are included with the home are part of the package. Sarnia home furnishings, electronics and appliances are valued at $68,268.20 but will only pay $40,000 (artwork, floral arrangements and small accessories not included.) Total value is $668,268.20 or $350,000 cash option.
The builder, Sepe Construction Inc. in Petrolia, value the home at $470,000. The Foundation will only pay $367,250.00 (including applicable taxes). All the furniture/electronics/appliances are included with the home are part of the package. Petrolia home furnishings, electronics and appliances are valued at $70,154.65 but will only pay $40,000 (artwork, floral arrangements and small accessories not included.) Total value is $549,395.50 or $350,000 cash option.

The final draw order, commencing at 10:00 am at Bluewater Health in the Atrium, 89 Norman Street, Sarnia, Ontario, will be on March 25, 2020 with deadline of March 8, 2020 and will be held starting with the prize of least retail value up to the prize of highest retail value.
50/50 tickets are 2-Pack for $15, 6-Pack for $30, or 20-Pack for $60. The total tickets available in the 50/50 add-on draw will be unlimited. Tickets must contain the same purchaser’s information as the Dream Home Lottery ticket. Tickets will be issued in sequential order and will begin with 125001. License #11079.
50/50 tickets can only be ordered in conjunction with Dream Home Lottery tickets. 50/50 tickets will not be accepted without the purchase of an original Dream Home Lottery ticket order. Should an original Dream Home Lottery ticket order become invalid, all 50/50 tickets associated with that original Dream Lottery ticket order will become invalid as a direct result. 50/50 ticket numbers will be issued in sequential order and will be listed on your Dream Home Lottery official ticket and will begin at 500.

The 50/50 Draw will be drawn following the Dream Home Lottery final draw on Wednesday, March 25, 2020 at Bluewater Health in the Atrium, 89 Norman Street, Sarnia, ON. The 50/50 Winner will be announced by March 31, 2020.
Ticket Processing and Receiving & Processing On-line Payments
Tickets will be available online, by calling toll free 1-844-667-3251, at the Foundation Office and at Petrolia Town Hall, or either Dream Homes (Sarnia and Petrolia).
Acceptable payment by Visa, Mastercard, Visa Debit, Mastercard Debit and American Express.
A separate lottery trust bank account for the lottery is secured. The signing authority will be two signatures on each cheque as listed in our by-laws.
Our ticket fulfilment service provider will oversee selling of tickets, processing tickets, generating ticket and corresponding numbers and RNG Draws. MiraTel will oversee our telephone purchases and send the information to by our ticket fulfillment service provider to process.
Weekly reports will be sent to us by our ticket fulfillment service provider. A financial report will and the financial analyst of Bluewater Health Foundation will ensure that deposited funds have been received into our lottery trust bank account.
Note: Raffle lottery tickets sold under a license issued in Ontario must not be advertised, offered for sale, sold or ordered from outside of Ontario. However, while they are in Ontario, residents of other countries or provinces may purchase raffle tickets sold under a license issued in Ontario.
Tickets and Promotional Material
Although our promotional materials are not yet designed. A sample of the language and digital ticket sample and rules is part of the Rules of Play and will be incorporated in all materials. New materials will be developed for printing when a licence number is granted.
MNP LLP will complete a financial review. Bluewater Health Foundation through our lawyer, John Ruffili of GMSB, 2 Ferry Dock Hill N7T 7L8, Sarnia, ON will pay land transfer tax and sales tax.
Ticket Details & Handling
Must be 18 years of age to purchase a lottery ticket.
The ticket forms and moneys received will be headed by the foundation special events coordinator, which in turn will send forms/money in a secure numbered pouch by All Canadian Courier using their manifest to the ticket fulfilment service to be processed. Concise and accurate tracking of the tickets will be maintained in service provider’s database at all times as per their agreement. Moneys will be deposited directly into our Dream Home Lottery Trust Account. Tracking will include a master list of ticket form distribution for sales and a full accounting of purchaser information.

- Dream Home open houses in Sarnia & Petrolia
The following individuals and all of their immediate family members residing in the same household are prohibited from ordering a ticket: Board members and employees of Bluewater Health Foundation and Charlotte Eleanor Englehart Hospital Foundation, members of Bluewater Health’s Board of Directors and Executive Team, and Lottery key committee members, owners of Stelobrook Homes, Brush Strokes Interiors, Sepe Constructions Inc, D.Janzen Interiors and affiliates of our ticket fulfilment service provider.
The Distribution Committee members will collect all tickets bi-weekly depending on need.
Ticket forms and money will be received by Bluewater Health Foundation, recorded prior to sending to our ticket fulfilment service providers, who will verify ticket sales and witness draw prior to each Earlybird draws on January 24, 2020 and February 28, 2020 and again prior and during the March 25, 2020 final draw.
Ticket forms and all financial documents will be preserved after the final draw in accordance with all required regulations.
Bluewater Health Foundation staff and key members of the committee have organizational, fundraising, and ticket sales experience. The Special Events Coordinator, Johanne Tomkins, has been involved with the lottery since September 1996.
All 72 prizes are drawn using Random Number Generator software (RNG). Winning ticket numbers are eligible for all subsequent draws. Winning tickets will be drawn under the supervision of our ticket fulfilment service provider. Records of our ticket fulfilment service provider shall be deemed correct and final. Liability of the Foundation shall be limited to the ticket price paid. Winners of the draws will be notified by telephone and/or will be sent a letter. Their names will be published on Bluewater Health Foundation’s Dream Home Lottery website, www.bwhfdreamhome.com, by March 31, 2020.
50/50 Lottery Draw Control - The winning ticket is drawn using Random Number Generator software (RNG). The winning ticket will be drawn under the supervision of our ticket fulfilment service provider. Records of our ticket fulfilment service provider shall be deemed correct and final. Liability of the Foundation shall be limited to the ticket price paid. Once again, the ticket service provider agreement forms are part of the Rules of Play.
Prizes will be awarded to the primary ticket holder (the first name that appears on the ticket). Any transfer of prizes must happen independently of the Dream Home Lottery. Prizes given as awarded, no substitutions except where cash equivalent is specified, and may not be exactly as shown or described. All values stated are retail at the time of tender, they are approximate and include applicable taxes and freight. Vehicle winners are responsible for license and insurance. Prize winners are asked to claim prizes in a timely manner following notification. Any prizes which are not claimed shall be secured for a period of six months from the date of the draw. Unclaimed prizes will be reported and a charitable allocation will be approved by the licensing body. The primary ticket purchaser will be notified electronically through email or through mail, by our ticket fulfilment service provider as to what they have won and where/how to claim their prize(s). Major prize winners will be notified by phone. Winners consent to the release of their name and photograph by licensee for publicity purposes.

Alcohol and Gaming Commission regulations prohibit the following persons and their immediate families residing in the same household from purchasing a ticket: employees of Bluewater Health Foundation, Charlotte Eleanor Englehart Hospital Foundation, employees of partners and employees of our ticket fulfilment service provider, members of the Board of Directors of Bluewater Health, Bluewater Health Executive Team and members of licensed gaming suppliers providing services to the Lottery. Employees of Bluewater Health can purchase tickets provided the above regulations do not apply.

Dream Home Draw
- Final Draw Date: Friday, March 25, 2020 at 10:00 am.

- Ticket holders are eligible for all prizes.
- Notification of Winners: If the dream home winner is not present, the individual will be notified immediately by telephone after the completion of the draw. Prize winners will be notified by telephone by March 31, 2020 at 4 pm. All prizes except for home will be mailed by April 8, 2020. The names of all prize winners will be published on our website (www.bwhf.ca).
- Due to the COVID-19 situation, all prize payments may be delayed.
- Acceptance of Prizes: Prizes must be accepted as awarded, as per the Ontario Lottery and Gaming Corporation
Winning the Home or Taking the Cash!
Taking the Home
- Do I have to pay tax if I win the dream home? No. Lottery winnings in Canada are considered windfalls.
- Do I have to live in the home for a year if I win it? No. The moment you take title of your new home, it’s yours to do with as you wish. You can move in, sell it, and rent it— whatever you choose.
- If I win a dream home, what do I have to pay for? Absolutely nothing! As a Dream Home Lottery winner, you are awarded your new home free and clear of any encumbrances.
- What about land transfer taxes? Legal fees? We want our dream home winners to be happy winners, so land transfer taxes and legal fees for title transfer are paid for by the Dream Home Lottery.
- What are my costs after I take possession of my new home? After you take title of your new home, you would be responsible for the usual costs associated with home ownership.
Taking the Cash
If you choose the cash, you will receive payment by cheque on or before April 8, 2020, which is 2 weeks after the final draw date. Cash option does not include furniture, electronics or appliances. Payments may be delayed to the COVID-19 situation.
